1998 Ford Explorer - unknown part?

I found an odd part hanging behind the bumper on the drivers side. In the same area is an existing fog light and another connector which is plugged up (Don't know what it is either). The third one which is in question is threaded one one end and kind-of looks like a temp sensor except that it is all plastic. There are to wires going into the unit and it has the following numbers stamped into it:

F87F-12A647-AA

8J03B PEI-GF20

Any ideas?

12A647 is, IIRC, the base part number for the ambient air temp sensor for the console display....
