my explorer wouldn't start after i changer my plugs and wires so i bought a fuel filter it ran for a day then died again i replaced the fuel pump, fuel pump relay and know it will start then when i shut it off and try to start it again it wont start i let it sit for about 15mins and it starts up. can anyone help me out on this.

Do you know if any of the parts you replaced actually did any good? IOW, what made you think changing them would fix the problem? Any diagnosing going on? Troubleshooting? Do you have a license for that shotgun? :-)
Seriously,what you are describing is the shotgun approach to auto repair: replace a lot of parts, and hope to fix the problem. Has any troubleshooting been done to pinpoint the problem? If not, you can spend a lot of money trying to find that one (possibly very inexpensive) part that's bad.

i'm having it checked out now. do you have any idea's on what it could be. when i had changed the fuel filter it ran great for 3 days even drove over
260 miles in those 3 days. and had no problem's then on the 4th day i went out to go to work and it would not start.
Yes, I have a *lot* of ideas of what it could be. However, since the problem is intermittant, you'll need to do the troubleshooting when it won't start. Look for problems in the ignition and/or fuel systems. Simply saying "it won't start" is so general that there could be a multitude of choices as to what's wrong. And even changing out everything in front of the firewall won't fix the problem is your ignition switch is bad. This is why diagnostic skills are so valuable.
