Binding Steering

I have a 1998 Explorer; V8; 107,000 miles. The steering binds up when trying to turn. Then it "releases" and turns normal. You can feel it binding up on something then it releases with a low clunk noise. The pump and rack have no signs of leakage.

Any suggestions?
