New Oxygen sensors....
An electronic check shows that there is no voltage coming from both sensors forward of the cat.

I assume that you meant that there is no voltage at the oxygen sensor connectors? The sensors themselves do not generate any voltage.
O2 sensors do indeed generate a voltage like a battery use a dvom and check this out
