I have a 1998 fcrd contour that will turn over but will not start. Ispar at the plugs and i have 38lbs of fuel pressure.

Check compression - might have a jumped belt if it is a Zetec 4. Or check to be sure your injectors are pulsing by connecting a "noid light" to the injector plug. (or just use an analog voltmeter)
