It could be an option in Southern BC.

99.999999999999999999999999999999999999999% chance that it is standard. If there is no cord under the hood look for a plug & cover in the lower grill.
Forgot to add something. That's only if your vehicle was purchased in Canada. If you just mean a Canadian manufactured Windstar sold in the US, it would probably be the same as most other American cars and not have one.
