Actually the switch has an operating range. It turns on at around 40 or so and opens again somewhere in the 20's like an air compressor control except the reverse. If the system constantly maintains this 35 psi after it has been opened at low pressure it will not get high enough to close again. Stabilized static pressures in a dead system should be more in the 100+ psi range unless the ambient temps are quite cool in which case he won't be needing a/c..
