98' B4000 From Under Truck Below PS Pump Some Kind of Strut Support ?

While doing my recent oil change I noticed under the power steering pump what appears to be a small strut of some sort. Looks oily and dirty so I assume it could be replaced. Some kind of secondary engine vibration damper ?

It could be oily and dirty due to the other stuff that surrounds it, this is not an indication that it needs to be replaced. It might need to be replaced, but oily and dirty are not good indicators of the need.

What role does this damper play ? All other cars I've worked on had the pumps / reseviors bolted in.fixed positions.

I'm not sure, you haven't described it very well. All I'm saying is that dirt and grime on a part that's 12 years old and lives in an inherently dirty and grimy environment is prone to getting dirty and grimy. This is not an indication that it needs to be replaced.

If it's a vibration dampner for the engine, then one end will be bolted to the motor and the other end will be bolted to the frame. The steering dampner will be attached at one end to the steering system and the other end will be attached to the frame.
