Gas Gauge problem On 86 Ford Aerostar

I recently bought a 86 Ford Aerostar. and it has an electronic gas gauge.. and it has had a few fluctionation problems , but nothing major I am from Florida and filled it up at the last hurricane and I had only been a few different places few miles since the storm.. grocery store ect.. but it dropped from 15 gallons to 2 gallons.. now somehow I don't see how I could go through that much fuel.. I do need to mention I don't have a gas cap on that thing I didn't know itwhen I bought it.. I don't believe it could go down that low even with that gone.. also Rain we had tons of rain and I know how moisture can effect electronic components .. so can anyone put me on the right track. ?
