drivers seatbelt latch no longer works. 1989 cherokee. i thought somewhere it was mentioned that the dealers were replacing these for free? its a 139 (retail i guess) part. or is this only certain years that are eligible for free replacement?

Still, you could ask the dealer.
Are you sure there's nothing inside jamming it? If you have kids, it's a sure bet they'll try to shove a coin in there at least once.

If you find a recall, I am interested otherwise a friend gave me a replacement I have to go install. They were at the local u-pull and grabbed one for me knowing I needed it.

I had the same problem with my 1988 Cherokee. Dealer wouldn't replace for free, found a used replacement at auto recycling yard for about $15. Just make sure to get the right one, they seemed to change a bit from year to year (shape of the whole in the receiver/latch).
