That has to be a prelube thing I would think. It takes a while for the splash to get the fluid everywhere.
All the ones I have looked inside of were just wet with gear oil. There was no big sump of it, maybe a little sump (bottom storage area) that won't fill fast enough from splash if put together dry?

The factory manual requires adding 5oz. of GL5 through the 4x4 indicator light switch hole after servicing the unit. That's the oil that runs out when either the seal leaks or the shift cover is removed.
