Looks like you wrote a good letter Kevin, clear, factual, referenced - it seems that this is one case where we will have to wait for the guy to retire then repeat that letter on his successor :-(

just to stick my 2p's worth in I've got a book on towing and trailers published by the Daily mail on behalf of Indespension and the figures quoted are

I think these figures relate to the maximum pull rather than the maximum mass. The figures on the vehicle plate dictate the maximum mass.

Yes I remember now, for my purpose I'm mostly exempt because I only carry my own vehicles or equipment required for work or I'm involved in agriculture or forestry. Otherwise carrying anything for reward needs a tacho but not an operating license.

And to add another tuppence worth of confusion - the vehicle identification plate attached to my SIII 2286 petrol 88" states that "The maximum recommended towing weight is 2 tons".

My '68 rego papers (for Qld) says 3,500 kgs - their guidebook did not go back to '68 so the person behind the counter thought, well, it's a LandRover, this book says Land Rover Discovery, must be the same vehicle.

Didn't bother to correct them, might turn out handy one day ...

At least Landrovers don't worry about stuff like that - I'm younger than

3 of the 4 Solihull sourced vehicles I own.

I'm jealous - well jealous. And I've just emailed an ex-colleague about supplying me something similar for my SIIa (which has just spent the day parked in the raised ornamental garden outside work cos some bastard parked in my carpark today (despite the oil slick that marks it as belonging to me).
