The current Durham scheme is a red herring. It only affects the area leading to the cathedral which is not a route used by the general public going about their normal business.
Of greater concern is talk of introducing charging on the main through road that bypasses the city centre - there is effectively no way that you could avoid that without a major detour. I smell a money-making scheme.
