My headlights are very dirty and foggy, any ideas how to clean them, do I need to take apart to do that, if so how.

1999 sorry,
If the outside of the lens is fogged, you can try some products made for cleaning plastic headlight lenses, available at auto parts stores.
If the fog and dirt are on the inside, they will have to be replaced as the seal is compromised.
