I reploaced a master cylender (brakes) was using Dot3,I ran out ,but I have a whole bottle of dot 4.Can I mix them?

yes, you can. There is no mixing problem with them, but dot 4 should be replaced more often than dot3.
Yes, no problem - DOT 3/4/5.1 are all miscible.
TBH, though, there's very little point using DOT3. DOT4 as an absolute minimum, preferably DOT5.1 - it's not exactly expensive. Don't forget to change it every two years.

IIRC it is to do with the amount of water that can be absorbed related to the decrease in boiling point.
but never dot 5
