The belt make some squeeze noise when the car is cold, and the rev counter doesn't work when noise come out. There are two belts, one is for the water pump (tight), the other is for alternator(loose). Is the loose one making the noise?

yeah tighten the belt - noise should go away and recheck the rev counter

Maybe they need oiling ?
The trivial test for variable belt loading, is to turn the headlights and rear window demister on, while it's idling. This will make the alternator pull much harder, and if the noise changes, it's the alternator/belt.
