The cooling fan on my escort diesel is on all the time, is it likely to be the sensor as i suspect, or something else .

Most likely the sensor/switch. The switch worked the fan directly on most escorts diesels.
Check to see that no one has connected the fan bypass together on the drivers side inner wing. (same colour wires as at the thermal swtich- brown with a tracer if memory serves.)
