Rover 620i

Went out today and tried to start the car,rover 620i-petrol all it will dois click,changed battery and starter motor but still wont start or turn overjust clicks like the starters not throwing in but the one i got is brandnew.Is there something which may be preventing it from starting?L-plate 1994 ifit helps,no immobilzer that i'm aware off.Cam belt all in tact so at a bit of a loss.

Err, the OP was on about 620s.
