Well , it turns out that the Tyre on the car has started to disintegrate on the side wall. It looks like the wall is trying to seperate from the tread . The tyre place I bought it from have replaced free of charge and rechecked tracking and balance as they need all the information for when they send back to the manufacturer. Tracking and balancing was fine.
So looks like a dodgy tyre.
