i am searching around for obd reading devices to tap into engine diagnostics for my 2001 renault clio diesel.

the 2001 clio petrol engine is listed as OBD, but the diesel is PWM. what is this PWM standard?

PWM is pulse width modulation. it's not a standard, just a way of describing how the comms signal is sent between devices. The EOBD standard only applies to diesels built after Jan 2004 so your car probably wont be EOBD compliant.
