Metallic paint requires additional laquer unlike a solid colour. It also requires different spraying equipment and techniques.
What extra equipment other than a compressor and spray gun do you need for metalics ?

Modern solids are also clearcoated

You are paying for someone to sprinkle the glitter onto the paint :-)
Because they can. People pay this. If no-one paid this extra, then the price would come down. It has nothing to do with the cost of paint.
It has something to do with the extra material used when spraying metallics.
