hi, i require a part which is soldered behind the ammeter,ithink it could be a voltage regulator,the part number is 80g4751 and it has two flat terminals,can anybody help?

If it's across the meter terminals it will be a current shunt. If that's blown your meter will have blown as a result of all the current going through it. Get a new charger.
A current shunt is a resistor and not normally plastic packaged with a part number.
It is meter protection, 2 diodes that limit the voltage across the meter.
