14 degrees BTDC?

I have a 1995 Miata, which I am preparing to install a JR induction system on. The first instruction is to re-time the car to 14 BTDC. I am new to the Miata, so after purchasing the JR intake I purchased a manual, both from Moss Motors. I found the nearly 2 inch long bolt head on the back of the engine, between the cams. I loosened said bolt, and the timing mechanism was free to rotate. The #10 and GRN terminals were strapped and everything was set to go. It seems as though the most I can get is 12 BTDC, the timing mechanism hits a stop and will not rotate any further. I must be doing something wrong or forgetting something but don't know what. Help!
