Or the camber is wrong so the tyres are running on one edge - possibly came like that from the factory. Camber is not adjustable on most cars or has insufficient adjustable range - like +/- 40 minutes. So it needs offset bushes or slotted top mounts to put right what the lowering has put wrong.
