It's just one of these with a USB plug.

I got a cup warmer for Xmas. Same thing in reverse. You just put the cup on the hot side of the peltier instead of the cold.
Unless its a warmer/chiller, then it will probably just have a resistive element - much cheaper to make, if not quite as efficient.
