Holes in the floor pans of my `67

The mechanic said they're supposed to be there (something to do with the seats ), but that there are also rubber plugs available for them.

Should I plug them? This car has almost 0% rust on these pans, and I'd like to keep them that way as long as possible. :) Thanks for any info!
