Back in the early 80's I lived in Santa Barbara County and you only needed to smog once, and that was at the time of transfer of ownership. I had a little 1970 six banger Maverick that I later dropped in a 302. Never had any DMV problems with it. Maybe your buddy was in a situation similar to that?
