I have a 1992 pontiac transport witha 3.1. i have no high blower speed. all other speeds work. I have changed the control panel(heat a/c def and fan speed control. I changed the blower relay. Is there anything else that could cause this issue. Any help would be greatly appreciated.

Can you determine by sound or feel if the high speed relay is energizing when the dash switch is in high?
If it is picking up then one possibility is that a fusible link to the blower relay contact normally open contact is open. Check for voltage there with a test light or multimeter. This advice is based on the 1992 Grand Am circuitry. Yours may be totally different.
Common problem on the TransSport/Lumina is the connector on the high speed fan relay, which is bolted to the engine side of the firewall, right about dead center. The connector burns the prong off the relay, and melts the plug. I replaced the relay on mine, and 2 contacts and the connector shell. Solved the problem. Not a nice job, but somebody had to do it.
