86 GP 305 4bbl Carb problem

I had the stock carb rebuilt and it runs rich. Anybody know how to stop it from running rich please post any info. (By the way the warranty on the rebuilt carb is already expired)

Was a new float installed? Why was the carb rebuilt initially?
