'97 Bonneville Blower Intermittent

This problems seems to occur most frequently during extreme temps (over

80 degrees and under 32 degrees) and doesn't matter if the Heater/AC Climate Control is set to automatic or manual. Fan does not start automatically or respond to the controls even though the electronic indicator shows the fan is at full speed (or any speed I set) and if the fan does start it's speed surges and quiets and surges and quiets and sometimes quits. Doesn't matter if the heater/air conditioner is set to automatic or manual fan speed. When this problem occurs the fan does not respond to any settings. When external temperatures are in the 33 - 79 range this problem doesn't occur. This sound like the resistor or a gunked up blower motor? Thanks.
