I've always been extremely careful to make sure that I re-install my Pontiac V-8 distributors in exactly the same position as they were removed. A friend of mine claims that it doesn't matter where the distributor is turned when it is installed as long as you make sure that you put the spark plug wires on the correct cap terminals according to the rotor position when the engine is at TIC on the #1 cylinder. Who is correct?

Your friend is correct but your method makes reinstallation and setting of timing easier.
Sounds like a ASE test question :)
