Hi all
Can anyone tell me if original rover paint on 96 models are laquered or is it straight cellolose ?

It's certainly not cellulose! It depends if the car is a solid or metallic colour. If it's a solid colour, it'll be painted with a 2K colour. If it's metallic it'll have a metallic basecoat (probably 2K, but waterbased basecoats were starting to come in by then) then a 2K lacquer coat ontop..
