maybe it went stagnent.. Hot weather!! No oxygen
if it's warm enough not to freeze it's a bacteria and algae grow-lab. the excrement of the bacteria will become an oily film on your windshield. you're going get it clogged there dummy. flush it out with bleach, fill with proper washer fluid and never do that again !

Well, you're not supposed to drink it. It's for cleaning the windshield. : )
