Drilling new dowel alignment holes on bell housing

I need advice on how to best do this. I drilled new 3/8" holes, but the 3/8" dowel doesn't fit tightly. What size should I drill and what size dowel should I use?

Chip - you must drill with a smaller size (no more than .015 smaller), and then ream with a 3/8 dowel.
