My wife has a 2001 Forester and both rear license plate bulbs are out. I replaced them and they are still out. The owner's manual points out every fuse location EXCEPT the license plate fuse. Can anyone tell me which fuse box and which fuse it is?

The license plate lights are on the same circuit as your parking lights!
Thanks...that's what I figured. The parking lights work fine. Must be a bad wire somewhere.
I found it...wires were all corroded.
Wow that is scarey. Which part of the country are? I have the same model and have not experienced that yet. I live in Austin, TX
