97 Subaru Outback Legacy - Odd Electrical Problem/Issue

My friend has a 97 Subaru Outback Legacy that when you turn on the key after the beeps the radiator fans come on first low then high and stop and the you hear the injector start it stops after about 15sec and then this cycle repeats itself. This is without starting the key is only in the run position. Every Relay is clicking on and off on the car including under the hood and dash. When you start the car it runs fine though but uses a little to much gas and idles high. Here are all the codes it shows.

P1100 Starter Switch Circuit Malfunction P1101 Neutral Position Switch Circuit Malfunction(MT) P1120 Starter Switch High Input P1121 Neutral Position Switch Circuit High Input P1540 Vehicle Speed Sensor Malfunction 2 P0130 Front O2 Sensor Circuit Malfunction P0136 Rear O2 Sensor Circuit Malfunction

I know that the O2 can cause the while running issues but I'm wondering about the on position(without engine running) issues and the high input and where to look for the short, relay, breaker, or what ever else it could be I was hoping someone else may have experienced this and know where to look. It would make it a lot easier and faster than having to through every circuit one by one to find it. Its like it is trying to enter open loop mode then closed and back and forth.

This is the cycle that the test connector initiates. The test connector is under the dash, to the right of the steering wheel, and is a connector with a single wire. It should normally be disconnected.

That was it. I figured it was something that simple I just have never worked on a Subaru... He had other techs look at it and they didn't even know what was wrong, and they own their own shops...LOL. I've had some college but I don't do it for a living yet as nobody here is hiring. But back to topic. Thank you very much. It must be something that doesn't happen very often. He bought the car from a friend who buys them wrecked at auctions and does the body work and resells them.

I had the same symptoms and just wanted to say thanks for the help. Fixed it right away after disconnecting the single test wire.
