question about 2005 Legacy turbo

I was reading about the 2005 legacy turbo that will have a detuned wrx sti engine. The horsepower for the 2005 legacy will be 250, while the wrx sti is 300. Will they detune it with a chip or program, or will there be internal engine differences ( cam, pistons, etc).? Thanks.

Same block, smaller turbo/intercooler is what I've heard..
