On a 1157 dual element Stop/tail light, one element is brighter than the other by a lot. Which element is the tail light and which elememt is the stop/brake light?

The brighter one is the stop/brake light. (It is approximately 4 times the wattage of the dimmer one)
It is possible to get the 1157 installed backward, so the wrong filament comes on, but it's easier to push it into the socket the correct way.
