84 New Yorker Fuel issue

I have an 84 Chrysler New Yorker, 2.2 4 banger with the Turbo. The car has

257,000 miles on it and runs passably well. The previous owner had most everything replaced at one time or another, all the reciepts were in the glove box when I bought it. The question I have is why does this car get such horrible mileage? I get maybe 21 mpg, driving it 15 miles to work. The original window sticker was in the glove box also, and the EPA estimate was 22 mpg hiway. This is incredibly bad for a car roughly the size of a recliner. I installed new plugs, wires, air filter, changed the oil, pumped up the tires and like I said it runs good. Not having owned a K-car derivative before, does this vintage have a lockup torque converter? It doesn't seem to, or it doesn't work. The transmissions, all three gears, seems to work fine. This car is multi port fuel injected. I would suppose the lack of an overdrive/lock up has a lot to do with the mileage, but still for such a little car, with such a low output, (I think it was rated somewhere around 140-150 hp) I would think they could have made something with better mileage. But maybe not. tad
