how to prime/bleed power steering, and other problem

Just installed a new steering gearbox and new pump into my 01 crown victoria. i started to bleed it by killing power to the fuel pump and turning it over with the return hose in a bucket rather than on the resivior. nothing is coming out, and the level on the resivoir doesnt move at all. my dad said something about priming it, filling it with fluid before pumping it. wouldnt just filling the resivoir be good enough? i filled the steering gear before connecting hoses on it. no pressure at all. any special moves im not aware of?

On most power steering systems the resevoir is higher than the pump. That means the pump is gravity fed, so no need to prime. Hook all the lines up and fill the resevoir to the proper level. Lift the front of the car up to take the weight off the tires and turn the steering wheel lock to lock with the engine off. I usually do this on a lift but a floor jack will work. Check the fluid level again, if it is low fill it to the proper level. Repeat until the fluid level no longer drops. Start the engine and shut it off right away. Check the fluid level again and look for any air bubbles in the fluid. If you see any air bubbles wait until the bubbles are gone before you run the engine again. Start the engine again and turn the steering wheel with the engine running. Shut it off and again check the fluid level and check for any air bubbles. If you see any air bubbles in the fluid wait until the bubble are gone before you run it again. Keep doing this until the fluid level no longer drops and all the air is out of the fluid. This may take a while but on some systems you cannot get the air out with the vehicle running.

You're going to have to actually START the engine. Spinning a PS pump at cranking speed won't fling the pump vanes out against the stator to actually move fluid.
