Lugnuts--anti-seize or grease?

WD-40 doesn't cut it. It's slippery but it doesn't last. I always use grease. If you don't use grease you risk having the lugnut corrode onto the stud. If a lugnut made a loud griiiitch noise when you undid it, it was close to being siezed.

Yes factory torque specs assume clean dry threads, so if you torque to that spec on a greased stud you risk overstressing it. But on salt-laden roads, unless you remove your wheels regularly, leaving the studs unprotected is inadvisable. So grease them and go easy with the wheel wrench. Torque them by hand and DON'T use an impact wrench!

The topic is rust, and the colder it is, the slower chemical processes like rust occur. Warmth + salt water is probably the worse of the conditions.

But I think the difference is really how well the lugs are physically protected. The ones that are well covered are going to be considerably less likely to become rusted.

It's not how cold, it's how much snow and for how long. Salt applied to a road that's been ploughed is one thing. Salt that's laid down by the truckload INSTEAD of plowing is something else. It makes for pools of saturated brine solution on the roads from December to March. It makes for wads of ice the size of footballs built up in the wheel wells. And to exacerbate the problem for some folks there are heated indoor parking garages in office buildings that make sure that even when outside temperatures are 30 below zero chemical corrosion that would otherwise be minimal is reactivated.
