oil certificate

1. Does anybody know why api certification for diesel synthetic oil is usually lower (CE) than mineral oil usually CH-4 CI-4 CG-4

1. Does API CF certification replace the API CE certification ? (in the API motor oil guide its mentioned that API CF replace the API CD)
