This is rust that developped over the night on the surface of the discs. If you drive the car every day, pad will wear off the thiny rust coat exactly as you described, after 4-5 stops. If you drive the car only a couple a times a week, the developed rust coat will be thicker, the discs will rust off prematurely, like every 1 or 2 years, needing resurface or replacement at that point. This happens with all cars specially if you live in a cold country where mornings are humid.
