An empty pump should pump if its any good since the pickup is still down in the oil. If the motor ran, the oil pump SHOULD be turning as well. pull the distributor, noting its position, then remove the helical gear underneath. Note its position since it rotates as you take it out. If that oil pump driveshaft is sheared or damaged, you've got your problem.

All the books I have say a pump must be primed, either with oil or a light grease like vaseline.

An empty pump cannot create suction, the tolerances are too big between the metal parts.
