2003 Corolla, what's up with the belt tensioner?

I had to have the belt tensioner replaced twice on my 2003 Corolla, and it only has 46,000 miles on it. Shouldn't the belt tensioner last longer than an average of 23,000 miles? Hell, the belts last a lot longer than that!! Is Toyota going to redesign that part so it doesn't wear out almost immediately?

Toyota is generally pretty good at re-designing parts that need replacement more frequently than normal.
