Managed to check the timing and it's bang on 10 degrees with the E1 and TE1 bridged and at normal engine temp.
I thought the timing light was damaged but it seems it was arcing to ground where they connect to the HT leads.

Right, then im fairly certain you have a leak. If you have a relatively stock (which you must have to get a result from TE1/E1 bridge) ecu. So it'll be AFM controlled - i dont know any speed-density 3sge's of that era, and your leak would be between that and the throttle body or head.
