I don't know about the paint, but if the window cleaner damaged it, I'd stop using that window cleaner.

You didn't say what car you have, but modern dashboards are not painted. They are colored by pigments mixed into the liquid (molten) plastic before it is molded and formed into shape. There is no certain type or brand of paint, and any paint that you apply will be noticiable. You might do better to buy a cover for the dashboard to hide the mistake instead of trying to paint it.

Assuming this story is true, what brand of window cleaner did you use?

There's vinyl spray dye, and it was recommended by Chrysler even back in the 1970s, and auto paint stores carry it. But it's important to first clean the dash really well to remove any oil, wax, and silicone so the vinyl dye will stick well, but doing that may be enough to remove the stain.

Do as Jeff Strickland said about getting a dash cover, and get the

100% fuzzy polyester type, not the velvet type because the velvet turns to powder and the foam backing crumbles. Also while a dash cover will protect against ultraviolet, it won't block all of it, so put an opaque liner underneath.
