You might have to do the same thing California did - we passed Proposition 42 in 2002 that said all state fuel taxes go only to transportation and road maintenance, Period. The fuel taxes used to be a 'piggy bank' they could raid for funding everything BUT roads, and the conditions show it - some counties have only 10% of roads in 'good' shape, and a big chunk of the little secondary side streets and rural areas are passable but need a total rebuild because they haven't been touched in decades.
They're starting to catch up, but it's a HUMONGOUS job.
