Is this true? I have a 96 and the mechanic is telling me I have 2 and both are bad. How can I tell if it is a CA emissions vehicle?

There should be a white sticker with red lettering under the hood that says something to the effect of "This vehicle complys with all OBDII standards and is regulated to meets blah blah blah..." and it will either say that it meets federal or california emissions regulations.
