If the wiring is good and if the bulb is working then it's probably the brake light switch, under the driver side console linked to the brake pedal.

Have an assistant depress the brake pedal and check for voltage at the bulb socket. Also test the brake light switch. Check AutoZ> i have a 89 camry with no brake lights. i have turn signals and front

I had a similar problem on an 88 Camry. The stop light sensor had burned out, opened it up and found a burned etching on the pc board. Patched it, the lights worked for a few days, then the fuse blew for the stop lights. New fuse made it work again for a few days, then blew again. Finally found a wire in the trunk wiring harness by the trunk lid hinge had worn through the insulation and was shorting to ground intermittently. If the car was shaking, (or the trunk lid thumped on) while the brake lights were on, it would short to ground. First it blew the stop light sensor, then when that was beefed up, it blew the fuse.

Wrapped the wire back up with a few layers of electical tape, replaced the fuse again, and had no more problems.

=================== I wound up doing this twice. Second time, replaced all the wires at the trunk hinge with soldered in sections, coiled to reduced future breakage. In my case it wasn't so much wearing through insulation but intermal wire strands breaking from repeated flexing. The rear lamp warning senor is very sensitive. Initially, it came on even with all lights working, simply because a wire with strands breaking internally showed a different resistance. The sensor box grounds through the bulb filaments. Some have even had problems using different brands of light bulbs.
